Newfoundland and Labrador Provincial Nominee Program (NLPNP)

The province Newfoundland and Labrador was the last one that joined Canada in 1949. Being a remote and big territory, it lacked enough population to ensure economic growth. Newfoundland and Labrador was among the first provinces that created its own provincial immigration program in 1999. The Newfoundland and Labrador PNP is aimed at encouraging foreigners to move permanently either to the island of Newfoundland or the Labrador.

What streams there are in the Newfoundland and Labrador PNP?

As of December 2019, there are five immigration categories in the NLPNP. Three of them target skilled foreign workers and two are dedicated to foreign entrepreneurs.

The Express Entry Skilled Worker Category is designed to help Express Entry candidates to immigrate to Newfoundland and Labrador. In this stream, you will also need to have a Work Permit valid for at least 4 months at the time of application or be entitled to apply for one. This is the only stream in the NLPNP aligned with the federal Express Entry system.

Skilled Worker Category is aimed at candidates who have a full-time job or job offer in the province. It should be for a period of at least two years from an eligible provincial employer.

International Graduate Category is designed for international students who successfully graduated from Canadian college or university and possess a job offer from the employer in Newfoundland and Labrador.

In 2018, Newfoundland and Labrador admitted 605 immigrants including spouses and dependent children via the Newfoundland and Labrador Provincial Nominee Program. So far in 2019, the province welcomed 510 newcomers under the NLPNP.

The International Graduate Entrepreneur Category is focused on international students who graduated from the Memorial University or College of the North Atlantic and who have engaged in business activity in Newfoundland and Labrador. Those graduates must launch their own business or obtain the existing one to apply for a nomination of the province.

The International Entrepreneur Category targets experienced business owners or senior business managers who are willing to immigrate to Newfoundland and Labrador.  Candidates should start a new business or purchase an existing venture in the province.
