Immigrate to Quebec through the Quebec Experience Program
Quebec Experience Program (PEQ) is similar to the Canadian Experience Class program and it targets foreign nationals who obtained Canadian work experience in Quebec or graduated from Quebec educational institutions.
International students and temporary workers have different eligibility criteria in the Quebec Experience Program.
Quebec Experience Program for International Students
To be eligible to apply for Quebec Selection Certificate (CSQ) in this program, International students should complete their education in the eligible program and institution within the last three years and study at least 1,800 hours; demonstrate the intention to live in Quebec permanently, and meet the French proficiency requirements.
Quebec Experience Program for Temporary Workers
To be eligible to apply for CSQ in the PEQ, temporary workers should gain one year of full-time work experience in a skilled job, working for a Quebec employer or equivalent time of part-time work experience prior to their application; to continue legally working at the moment of application; demonstrate the intention to live in Quebec permanently, and meet the French proficiency requirements.
In November 2019, Quebec introduced drastic changes to program eligibility, seriously reducing the number of eligible programs and institutions eligible for the program. These changes were heavily criticized by the public. As a result, Quebec reverted the new regulation.
Apply for the PR
Once a candidate receives a Quebec Selection Certificate (CSQ) through the PEQ, he/she can apply for a permanent residence in Canada to the Immigration, Refugees and Citizenship Canada (IRCC). Although Quebec manages its immigration system, the final decision to approve your immigration application is on the Federal Government that assess your background check (security and criminality), medical conditions, and collects your biometric data.
According to official data by IRCC, in 2018, 24,130 immigrants came to Quebec as Skilled Workers, including via the PEQ. As of October 31, 2019, Quebec welcomed 15,275 newcomers in this program. According to Quebec’s 2020 Immigration Level Plan, the province will invite at least 12,500 primary applicants (not including their family members) to apply for Quebec Selection Certificate under this program.
Beginning January 1, 2020, Quebec introduced an additional selection condition for candidates in PEQ. Applicants and their family members must obtain an attestation of learning about Quebec values and democratic values. This condition is mandatory for spouses from 16 years and older as well as dependent children aged 18 years or older.
