Immigrate to Quebec through the Quebec Skilled Workers

Quebec Skilled Worker program is an analogue of the Federal Skilled Worker program and is aimed at attracting foreign skilled workers who can establish themselves in Quebec.

Program eligibility

Candidates are assessed against the number of factors to identify those who have the most chances to be successful in the province. These factors include education of the candidate and the field of the study; valid job offer from the employer in Quebec; Work experience of the candidate; age; language proficiency in French; past visits to the province and family members living in Quebec; settlement funds; factors for of the spouse/common-law partner and dependent children.

To be eligible to apply for the Selection Certificate of Quebec, one needs to score at least 50 points if a candidate is single or 59 points if a candidate is accompanied by a spouse or common-law partner in the program’s points grid.

Processing of the application

In 2018, Quebec introduced an online selection system Arrima which is similar to federal Express Entry and is based on the initial expression of interest of the candidate. After the registration of the profile in the system, candidates need to get an invitation to apply as well as to provide all supporting documents as proof to all factors they claimed in their profile. The profile is valid for one year.

According to official data by IRCC, in 2018, 24,130 immigrants came to Quebec as Skilled Workers, including via the Quebec Skilled Workers program. As of October 31, 2019, Quebec welcomed 15,275 newcomers in this program. According to Quebec’s 2020 Immigration Level Plan, the province will invite at least 12,500 primary applicants (not including their family members) to apply for Quebec Selection Certificate under this program.

Once a foreign skilled worker receives a Quebec Selection Certificate (CSQ), he/she can apply the status of a permanent resident of Canada to the Immigration, Refugees and Citizenship Canada (IRCC). Despite the independence of Quebec immigration system, the final decision to approve your immigration is on the Federal Government that will assess your background check (security and criminality), medical conditions, and collect your biometric data.

Quebec Values

Beginning January 1, 2020, Quebec introduced a new selection condition for candidates in the Quebec Skilled Worker Program. Applicants and their dependents should obtain an attestation of learning about democratic values and Quebec values. This condition is applied to spouses of 16 years of age or older and dependent children 18 years of age or older.
